L3S researchers Dr. Daniel Kudenko and Dr. Johannes Winter have contributed as experts to a European Commission study that will help shape future EU investments in strategic digital technologies.
Selected through the European Commission’s Call for Expression of Interest, the two researchers provided scientific input to the study The EU’s Critical Digital Capacities: Deployment Beyond 2027, commissioned by the Directorate-General for Communications Networks, Content and Technology (DG CNECT).
The report assesses Europe’s strengths, challenges and investment needs across key technology areas, including artificial intelligence, robotics, high-performance computing, quantum technologies, cybersecurity, cloud-edge-IoT, advanced connectivity and digital skills. Its findings will support the preparation of the European Union’s next Multiannual Financial Framework and contribute to strengthening Europe’s technological competitiveness and digital sovereignty.
As part of the expert consultation, Daniel Kudenko and Johannes Winter contributed perspectives on the deployment of strategic digital technologies and the capabilities needed to accelerate their adoption across Europe. “Artificial intelligence has reached a level of maturity where the challenge is no longer only developing new algorithms but ensuring that state-of-the-art AI methods can be deployed responsibly, efficiently and at scale,” said Daniel Kudenko. “Europe must invest not only in AI research but also in digital infrastructure, trustworthy AI ecosystems and a highly skilled workforce.”
Johannes Winter added: “Europe’s digital future depends on turning technological excellence into real-world deployment. Strategic investments can strengthen innovation ecosystems, foster collaboration between research and industry, and accelerate the adoption of trustworthy digital technologies.”
Their contribution highlights L3S’s role in providing scientific expertise for strategic European initiatives and helping shape Europe’s digital future.
