Souvereign Open Source Foundation Models

An important step toward European AI sovereignty: As part of the SOOFI initiative, researchers from six leading German research institutions will collaborate to develop sovereign European alternatives to AI technologies from the U.S. and China. The focus is on using these models to contribute to the industrial application of AI. Currently, there is a lack of a European language model of sufficient scale that can serve as a starting point for industry-specific specializations and resource-efficient derivatives.

At the same time, German companies are already using AI-based applications in a variety of ways, though mostly based on models that do not originate in Europe. There is a risk of a development similar to that seen with cloud services: parts of the value chain are outsourced abroad, German companies become mere users of core technologies, and a dangerous dependency on non-European services emerges. Reasoning models are particularly important for German industry, as they can analyze complex technical, regulatory, and organizational relationships, logically link them together, and make informed decisions based on this analysis. They extend traditional LLMs by adding the ability to draw conclusions and solve multi-step problems. This creates a new level of automation and quality in development, production, and knowledge management that goes far beyond what conventional language models can achieve.
